The UK remains stuck in a legal grey area when it comes to electric scooters. Despite discussions dating back to 2015, private electric scooters are still illegal on public roads, leaving riders frustrated and facing inconsistent enforcement. While rental scooters operate under trial schemes, progress toward a comprehensive electric scooter law has been slow. UK PLEV Legislation 2025 Update
Privately owned PLEVs are currently only legal to ride on private land with the land owners permission. The Secretary of State for Transport stated that legislation of private electric scooters will be pushed back to late 2026 / early 2027" as e-scooter technical requirements are not likely to be implemented until the end of 2025.
